**Assessment completed:** P9-00–07 deliverables and latest-source regression are complete. The CTA repair, full Jest, four ordinary shards, diagnostics and separate contracts pass strict reconciliation. Phase 9, Phase 10 readiness and production remain NO-GO; open human/provider/infrastructure qualifications and High RD21 are retained.
