Sandbox without scripts retains12 frame-tested incompletes; final settings12 WCAG-tagged scans0/223 remain qualified. All57 whole statuses stay56 PARTIAL/C11 DEFERRED,32 routes retained. Derived673/93 and249 are not fresh integrated totals. M09/M11/human/device/output/provider/release obligations remain; production NO-GO/P5-13 withheld/Phase8 separate.
