Successor: [Phase 5 planning package](../phase-5/README.md) reconciles the conditional acceptance at `2a2f9e4`. Planning only; P5-00 prerequisites precede shell migration and no Phase 5 implementation is started by that package.
Phase 4 starts from `f696f23` on `codex/ui-redesign-phase4`. The 57 preservation contracts in [Phase 2](../phase-2/PRESERVATION_MATRIX.md) and the [Phase 3 impact matrix](../phase-3/PRESERVATION_IMPACT_MATRIX.md) remain authoritative.
