After a successfully verified release to the actual production branch `main`, P5-14 may assess/refine **currently implemented P5-09–12 CV capabilities**. Its P5-13 AI-review responsiveness remains deferred and must not be fabricated or accepted. P5-15 must distinguish implemented, deferred, release-blocking and nonblocking work, retain conditional/partial acceptance when mandatory evidence is missing, and push every individual P5-15 change/checkpoint. This does not waive F04 or release/backup/rollback gates; no P5-14 begins before verified release. No repeated Docker recovery during unrelated work.
