Final independent review
One fresh-context read-only whole-branch review completed after the frozen-source runs and first complete19-test handoff validation. Scope:26d531c through52fb91e plus current working reports/review artifacts; shared renderers and callers, regression coverage, seven diagnostics, source/native/provenance accounting, proposal generator/schema and authority boundaries.
Result: no actionable findings, no rulings and no deferred minors. Reviewer independently checked250 indexed artifact hashes,1280 frozen source hashes and326 packaged PDF entry hashes against their manifest and available source PDFs, with no mismatch. Version1 preservation and original S01 failures remain explicit. These are evidence/hash checks, not additional product tests or human visual acceptance.
The reviewer did not rerun suites, use network/publication, print or supply owner approval. Final candidate binding/publication and its metadata-only envelope follow this review and are checked by the actual schema/negative tests and independent remote readback. The report is not a security certification or Phase10 authority. No review was dispatched to the separate controller, and its worktree/runtime remained untouched.
