Phase 9 TODO

• P9-00 — Inventory, matrix, fresh baseline and source identity.
• P9-01 — Connected functional journeys (362/362 ordinary cases; provider/human qualifications retained).
• P9-02 — Responsive / visual assessment (396 captures, 33 sheets, nine selected full-page originals and 12 latest homepage CTA crops inspected).
• P9-03 — Accessibility / localisation assessment and explicit human checklist; no human acceptance claimed.
• P9-04 — Data/provider/security assessment; RD21 FAIL, MariaDB runtime NOT TESTED.
• P9-05 — Native documents, bounded volumes and sustained performance measured.
• P9-06 — P9-V02 repair and latest-source strict regression completed.
• P9-07 — Final decisions, preservation, risks and Phase 10 handoff reconciled.

Checks mark assessment/deliverable completion, not application or production acceptance. All three final decisions are NO-GO; human/provider/infrastructure gates and RD21 remain open.

No Phase 10 implementation or production operation is authorised.
