**P5-13 — AI Model Semantic Qualification / AI Review UI: DEFERRED — BLOCKED / NOT QUALIFIED.** This records Connor's explicit deferral at source checkpoint `9c9157507937b3e084a7ca1e79a2ebd77d0b0928`; it does not complete P5-13 or remove its [approved requirements](PHASE5_PLAN.md#p5-13--cv-ai-review-presentation).
**Latest qualification checkpoint / sequencing — 2026-10-08:** [The bounded qualification record](p5-13-qualification/README.md) retains **NO-GO for P5-13 UI**, 0/366 real calls, 0 human reviews and unmeasured factuality. Fresh 108 focused AI / 5 revision / 2 native HTTP cases pass separately, including stale/tampered/foreign-owner safeguards and isolated Production withholding; they do not qualify a model. The Linux-engine pipe remains unavailable and optional loopback health/inventory probes timed out; no new Docker recovery was attempted or deployed target established. The candidate's Production block remains active. Connor's latest instruction schedules deployment for the **release-candidate decision after P5-15**, superseding the historical release-first ordering below. No later slice, production merge or deployment begins in this checkpoint; F04/current backup-restore/configuration/rollback/protected-CI proof remains separately required.
Local configuration selects Ollama `qwen2.5:7b`; actual deployed provider/model/digest/settings remain unverified. Docker Desktop is blocked while starting its inference manager by an AF_UNIX socket reparse-point (`IO_REPARSE_TAG_AF_UNIX`) that cannot be removed/opened normally (Windows error 1920). The deeper filesystem cause remains unknown. No destructive recovery was attempted; the failed bounded rename and supported Model Runner disable/start attempts remain documented. Do not spend another checkpoint retrying Docker recovery or repeat recovery attempts during unrelated phases.
The frozen qualification corpus contains **32 synthetic cases**. Required calls remain **366**; completed calls **0**, human reviews **0**, and critical factuality failures **unmeasured**. Zero runs cannot establish factuality. Deterministic grounding/proposal, ownership, source freshness and revision/history protections are implemented and passing independently; [fresh release-candidate regression results](release-readiness/README.md#local-validation-and-preservation) remain separate from configured-model semantic qualification. **The P5-13 AI review UI remains unimplemented.** Retain the frozen [corpus](p5-13-semantic-qualification/corpus.json), [rubric](p5-13-semantic-qualification/RUBRIC.md), [qualification results](p5-13-semantic-qualification/qualification-results.json), [initial environment evidence](p5-13-semantic-qualification/environment-checkpoint.json) and [recovery evidence](p5-13-semantic-qualification/environment-recovery-checkpoint.json), including failed observations.

6. Implement and validate the P5-13 AI review UI against its retained source/target, compare/edit/accept/reject/regenerate/error/locked, keyboard, theme/locale and mobile requirements.
7. Repeat relevant regression testing, preserving deterministic AI protections, ownership/privacy, revision/history, source isolation, rendering/PDF and affected workflow/accessibility contracts.
**Authorized continuation scope:** prepare and verify the completed redesign's release to the actual production branch, **`main`**, first, subject to every production/release gate. Repository inspection identifies [the configured `main` CI/deployment workflow](../../../.gitea/workflows/ci-deploy.yml); a `main` push triggers automatic production deployment, so merge/push remains **NO-GO pending production safety proof**, including F04 ingress and backup/restore/rollback evidence. This is a conditional scope clarification; the [historical P5-14 requirement](PHASE5_PLAN.md#p5-14--responsive-cv-workflow-checkpoint) for accepted 09–13 and a complete AI-review journey remains recorded. Do not fabricate an AI-review workflow, claim deferred P5-13-specific responsiveness passed, or remove the existing automated AI protection tests. Carry that missing coverage into P5-14 acceptance explicitly.

Carry that missing coverage into P5-14 acceptance explicitly.
P5-15 must carry this debt and distinguish completed/verified capabilities, explicitly deferred capabilities, production-release blockers and non-blocking limitations. Full Phase 5 acceptance remains conditional/partial while mandatory retained requirements are unmet; no unconditional GO without an explicit documented authorization revising the full acceptance scope. The release/P5-14 clarification does not waive F04, release safety, human accessibility acceptance or unrelated debt. Preserve Connor's requirement to **push every individual P5-15 change/checkpoint**; outside P5-15, commit and push at each phase end. No release or deployment success is asserted by this register update.

Sources: [Phase 3 sequencing](../phase-3/PHASE4_IMPLEMENTATION_PLAN.md), [P4-06 conditional acceptance](../phase-4/p4-06/README.md), [readiness gates](READINESS_GATES.md), [navigation contract](NAVIGATION_MIGRATION.md), [57-contract impact](PRESERVATION_IMPACT.md), [visual acceptance](VISUAL_ACCEPTANCE.md). This plan makes Phase 3 proposals concrete; it does not supersede preserved functionality or turn missing APIs into existing capabilities.
**Scope clarification — 2026-10-08:** Connor explicitly deferred P5-13 configured-model qualification and review UI; neither is completed or qualified. Keep its full requirements below and [return conditions](OPEN_BLOCKERS.md#p5-13-deferred-debt-and-return-conditions--2026-10-08). After a successfully verified release to the actual production branch `main`, P5-14 may assess/refine **currently implemented P5-09–12 CV capabilities**. Its P5-13 AI-review responsiveness remains deferred and must not be fabricated or accepted. P5-15 must distinguish implemented, deferred, release-blocking and nonblocking work, retain conditional/partial acceptance when mandatory evidence is missing, and push every individual P5-15 change/checkpoint. This does not waive F04 or release/backup/rollback gates; no P5-14 begins before verified release. No repeated Docker recovery during unrelated work.
**Latest scope clarification — 2026-10-08:** [P5-13 grounding qualification](p5-13-qualification/README.md) remains **NO-GO for AI review UI**; its full requirements and [return conditions](OPEN_BLOCKERS.md#p5-13-deferred-debt-and-return-conditions--2026-10-08) remain mandatory. Connor's latest instruction places production deployment at the Phase 5 release-candidate decision **after P5-15**, superseding the previous release-before-P5-14 order. This bounded qualification checkpoint authorizes no UI, P5-14, P5-15, B07, production merge or deployment. Later acceptance must distinguish implemented/deferred and release-blocking/nonblocking work; missing AI-review responsiveness or human evidence cannot be reported as passed. F04, backup/restore, configuration, rollback and protected CI gates remain; no repeated Docker recovery during unrelated work.

# Phase 5 — Representative screens / major UI redesign plan
**Current status — 2026-10-08:** P5-12 template/document controls is the latest completed UI slice. P5-13 **AI Model Semantic Qualification / AI Review UI is DEFERRED — BLOCKED / NOT QUALIFIED** by Connor's explicit decision; [the debt register](OPEN_BLOCKERS.md#p5-13-deferred-debt-and-return-conditions--2026-10-08) retains every return condition and frozen evidence. [Release preparation](release-readiness/README.md) targets the actual production branch **`main`**, not a nonexistent `master`. Production release remains gated by F04, runtime recovery/configuration evidence and protected CI. P5-14 is authorized only after verified release, for implemented CV capabilities; P5-13-specific responsiveness and full Phase 5 acceptance remain incomplete. No further Docker recovery is part of unrelated work.
**Current status — 2026-10-08, latest qualification instruction:** P5-12 is the latest completed UI slice. [P5-13 grounding qualification](p5-13-qualification/README.md) remains **NO-GO for AI review UI**: 0/366 genuine calls, 0 human reviews, factuality unmeasured; fresh deterministic API/revision/HTTP checks pass separately. The candidate's Production CV review block stays active. No P5-13 UI, P5-14, P5-15, B07, production merge or deployment is authorized by this checkpoint. The latest instruction schedules deployment for the release-candidate decision **after P5-15**, superseding the earlier release-first ordering. F04, backup/restore, configuration/rollback and protected CI remain independent production gates. [The debt register](OPEN_BLOCKERS.md#p5-13-deferred-debt-and-return-conditions--2026-10-08) retains all qualification requirements; no deferred capability is declared complete.
The successor entries below retain their historical checkpoint decisions; they do not override this current status.

# P5-13 human review packet
**PREPARED / NOT RUN / HUMAN REVIEW INCOMPLETE.** Source checkpoint: `fe045b9e015549f3d9101228149af9f9c9f876e5`. Actual configured-model calls **0/366**; actual human reviews **0**; factuality **unmeasured**. No generated output or actual evaluator decision exists to present. Synthetic fixed proposals below are declared probes, not model outputs.
Read the complete frozen [rubric](../p5-13-semantic-qualification/RUBRIC.md) and [366-call matrix](QUALIFICATION_MATRIX.md) before reviewing. Frozen [corpus](../p5-13-semantic-qualification/corpus.json) and [baseline](../../../../JobTrackerApi.Tests/Fixtures/AiEvaluation/cv-rewrite-grounding.json) supply the exact inputs, provenance, forbidden additions and expectations. This packet references those sources instead of duplicating their full JSON. They remain unchanged and authoritative.
## Instructions and actual-evidence requirements
Review all **96 semantic repeat worksheets** (each links G, GA and F) and **78 baseline worksheets**: 174 records covering 270 proposed texts and all 366 model operations. Do not select only safe, English or first-repeat outputs. Each blank r1/r2/r3 column in the source index below reserves one worksheet. Use the full [frozen per-run form](../p5-13-semantic-qualification/RUBRIC.md#per-run-human-review-template), with the matrix's exact call IDs. Baseline worksheets use the same factual/evaluator/validator evidence but have no invented generation scores.
For every factual assertion, record supported / unsupported / ambiguous / recommendation, actual source type/block, exact quote and an entailment reason. Candidate facts can come only from the declared candidate source. Requirements, source instructions, related technologies, plausible responsibilities and newer/replaced/hidden content are not evidence. Preserve original entry attribution. Compound statements need support for every assertion; quote membership alone is insufficient. A conditional recommendation must also fit the requested CV transformation.
Retain raw generated output even if the API subsequently rejects it. Any fabricated candidate fact is a critical failure. Record evaluator false approval separately from validator false acceptance, allowed-case false rejection, malformed coverage/schema/shape, missing output, timeout and cache provenance. Missing outcomes cannot be scored as safe.
Each generated repeat requires scope/preservation/overstatement **2/2**, language/usefulness **at least 1/2**, all critical gates passed and no unresolved ambiguity. Use the case's full `humanReview` expectations; no compensating average. Every fixed/baseline assessment must match its predeclared applicability and receive claim/source review.
Fill reviewer identity and date only after actual human adjudication. An assistant or self-evaluating model cannot sign off. Retain all repeats and failures. Exact synthetic-only outputs/assessments belong in ignored local evidence; portable reports may retain reviewed excerpts and non-secret identities. Never record service tokens, cookies, hidden prompts or real user data.
## Worksheet artifact fields
In addition to the complete frozen form, link each record to the following actual evidence. Empty fields stay empty until observed; no expected answer substitutes for an actual result.
| Field | Actual artifact / observation |
|---|---|
| Case/repeat and G/GA/F or B call IDs | |
| Verified provider/model/digest/route/settings/runtime and source fingerprints | |
| Raw output and actual assessment JSON, latency/error/cache/retry evidence | |
| Parser/schema/coverage/quote/scope/shape and C# validator outcome | |
| Every assertion, source excerpt, classification and entailment reason | |
| Model false approval/rejection and validator false acceptance | |
| Scope/preservation/overstatement/language/usefulness scores and reasons (G only) | |
| Reviewer identity, UTC date, genuine verdict and blockers | |
## Representative declared inputs and fixed probes
These examples expose truthful rewriting and dangerous additions before a model is available. **Actual model output and actual evaluator decision are pending for every example.** Full inputs remain at the linked JSON pointer in the index; the generation string shown here is not the assessment's substitute evidence.

Each pointer is within [the unchanged baseline fixture](../../../../JobTrackerApi.Tests/Fixtures/AiEvaluation/cv-rewrite-grounding.json). Read exact `source`, `proposal` and optional `contextOnly`. Stored `verdict` is deterministic test setup, **not actual model evidence and not sent to the live evaluator**. ## I01 — separate integration reference
I01 has zero model repeats. The [fresh checkpoint evidence](README.md#fresh-deterministic--native-http-evidence) records API rejection of stale CV versions and canonical fingerprints, unchanged latest/history snapshots, tampering/owner tests and the Production fail-closed guard. These real-HTTP/synthetic-provider results are protocol evidence, not human/model semantic acceptance.

Missing identity/transport/run/review remains **NO-GO for P5-13 UI**. Latest authorization schedules deployment after the P5-15 release-candidate decision; this packet authorizes no UI, later slice or deployment.

Preparation source: `fe045b9e015549f3d9101228149af9f9c9f876e5`. **PREPARED / NOT RUN / NOT QUALIFIED.** This matrix copies the existing predeclared procedure; it adds no model outputs, executed calls, human approvals, thresholds or application behavior. [Frozen corpus](../p5-13-semantic-qualification/corpus.json), [rubric](../p5-13-semantic-qualification/RUBRIC.md), [results](../p5-13-semantic-qualification/qualification-results.json) and [environment/recovery evidence](../p5-13-semantic-qualification/README.md) remain authoritative and unchanged. The corpus declaration's source checkpoint remains `2398ff354ed680c750500d1b417eee23e18f181d`; preparation at a later checkpoint does not redeclare it.
Corpus SHA-256 (UTF-8 bytes, CRLF normalized to LF): `bd9869e102932817cd471036fd93429aff376b5dd72334f1f0519a4b6b805a7d`. Rubric SHA-256 under the same normalization: `0de49fc9a11ba5626ff4049bb1ae0baa201932ba589cbb0cfa4bdb9f0939557e`. Source values and expected outcomes in [HUMAN_REVIEW_PACKET](HUMAN_REVIEW_PACKET.md) are declarations, not observed model behavior.
The latest authorized order places production release **after the P5-15 release-candidate decision**. This task only prepares qualification. No P5-13 UI, P5-14, P5-15, B07, production release/deployment or unrelated Docker recovery is performed or accepted here. Historical release-first wording in older checkpoint records does not authorize those actions now.
## Denominators and named lanes
| Lane / call suffix | Frozen request / real model operation | Cases × repeats | Planned calls | Completed in this preparation |
|---|---|---:|---:|---:|
| G — generation | Exact scoped `generationSource` and existing controller-composed instruction → private `/cv/rewrite`; `text` for section, `cv_blocks_json` for document | 32 × 3 | 96 | 0 |
| GA — generated-proposal assessment | Exact `candidateSource`, **actual raw G output**, `contextOnly` → `/cv/evaluate-rewrite` | 32 × 3 | 96 | 0 |
| F — fixed-proposal assessment | Exact `candidateSource`, frozen `fixedProposal.text`, `contextOnly` → same evaluator | 32 × 3 | 96 | 0 |
| B — existing baseline assessment | Each original baseline `source`, `proposal`, optional `contextOnly` → same evaluator | 26 × 3 | 78 | 0 |
| **Total** | **96 + 96 + 96 + 78** | **32 × 3 × 3 + 26 × 3** | **366** | **0** |
The corpus JSON has **33 list entries: 32 semantic cases plus I01**, whose `execution` is `integration-reference` and `repeatCount` is 0. I01 contributes **zero model calls**. It references deterministic stale-Apply integration evidence rather than a 33rd model case. The existing 26-case baseline is separate, not duplicated within the 32.
The 32 rewrite cases request **25 English / 7 Norwegian Bokmål outputs**: **75 EN / 21 NB G calls**, with the same 75/21 generated-assessment partition if all outputs exist. Scope is **25 section / 7 document cases**, also 75/21 generation calls. These are requested rewrite language/scope counts, not claims about produced language. Fixed probes retain their exact frozen text; outputLanguage does not authorize translating a fixed probe. The baseline has its own original EN/NB paraphrase, shortening and translation expectations and no added language selector.
Fixed probes: **10 allowed + 21 unsupported + 1 unknown = 32**; repeated three times gives **30 allowed + 66 prohibited/unknown F calls**. Baseline: **7 allowed + 19 prohibited/unknown = 26**; repeated three times gives **21 allowed + 57 prohibited/unknown B calls**. “Unknown” cannot be approved. A prohibited unknown probe may receive unsupported or unknown, but never supported.
## Exact semantic-call ledger
Each ID below identifies a planned provider operation, not an executed request. `Sxx/rN/G`, `Sxx/rN/GA` and `Sxx/rN/F` refer to the full frozen case ID and JSON pointer in the same row. Repeat settings/source stay identical. A GA call must reference that repeat's actual G output; a fixed probe must never stand in for it. Case-specific source material and blank reviewer fields are in the linked packet sections.
| Frozen case / pointer / packet | Action / selected scope / requested language | Fixed expectation | Nine planned IDs — three per repeat |

**Path exceptions:** S13 captured job context and S15 submitted frozen source use the unchanged **private supplied-source** rewrite/assessment route with the actual controller-composed instruction. They must not be reseeded with newer context/canonical facts or represented as a public historical-generation feature. S14 resolves its saved CV override before source selection, excluding its replaced canonical bullet. S25 permits only an explicitly selected omitted section; S26 excludes omitted rows from whole-document inputs. Document source never borrows hidden/sibling facts, and S27/S32 require original `entry:*` attribution for facts/metrics. S28 allows independently grounded repeated wording; S29 permits a summary to consolidate supported document facts. These are frozen source boundaries, not new features.
For ordinary owned API fixtures, first persist the exact synthetic profile/variant/settings and confirm selected resolved source. Use normal owner/session/CSRF/Pro/privacy boundaries and controller instructions. Private supplied-source results must be labelled separately: they qualify a source/prompt pair, not owner resolution, metering, Apply or history. Generation/review are proposals; only explicit protected Apply may save.
## Exact baseline-assessment ledger
Source: [unchanged baseline fixture](../../../../JobTrackerApi.Tests/Fixtures/AiEvaluation/cv-rewrite-grounding.json). Ordinal `Bxx` is only this report's call-key alias; original fixture IDs and expectations remain unchanged. For each B call, send source/proposal/context only. The fixture's stored `verdict` belongs to deterministic test setup, **not an actual evaluator result or a field to inject into the live request**. Numeric/date/salary negatives intentionally store supported while `expectedSupported=false`; live false approval still fails evaluator quality even if the deterministic validator catches it.

## Evidence and existing evaluator contract
| Boundary | Required observed evidence; no surrogate pass |
|---|---|
| Actual configured target | Non-secret deployed provider/model/digest/settings, generation and evaluator route identity, API/sidecar runtime/image revisions and prompt-source hashes. Local Ollama `qwen2.5:7b` and expected source hashes alone are not deployed proof. Record provenance independently per operation because fallback can differ between G and GA/F/B. |
| Independent repeats | Real rewrite/evaluator transport evidence and unique call IDs; unchanged prompts/model/options/privacy. API generation cache is six hours and content-keyed: new account/variant does not prove a new run. Clear only the isolated API process cache between batches as the [frozen procedure](../p5-13-semantic-qualification/README.md#procedure-when-the-configured-target-becomes-available) requires; retain its disposable synthetic database. Evaluations are uncached. Cached replies contribute zero genuine model executions. |
| Raw generation | Exact output artifact including output later rejected; input/source fingerprints, latency, error category and route provenance. An API 422 alone hides whether G fabricated or the evaluator erred. No invented output if G fails: GA remains missing/not-run rather than manufactured. |
| Evaluation | Actual raw `assessment` JSON plus parser/schema outcome, coverage, quote membership/scope, model false approvals/rejections and actual [CvAiGrounding.IsSupported](../../../../JobTrackerApi/Services/CvAiGrounding.cs) result. Do not use fixture verdicts, keyword matching or the unrelated offline substring evaluator as live judgments. |
| Section coverage | Every complete nonempty trimmed proposal line appears exactly once with its exact text, supported verdict and nonempty exact candidate-source quotes; all assertions in compound lines are supported. Only selected items may be rewritten. Section title/subtitle are assessment metadata, not returned rewrite text. |
| Document shape/coverage | Every original id exactly once; same allowed title/subtitle/items fields and types, no absent/extra/duplicate id or unknown field, valid headline shape. Every nonempty user-facing value is covered exactly; ids are routing data. [CvAiSuggestionService](../../../../JobTrackerApi/Services/CvAiSuggestionService.cs) shape checks remain authoritative. |
| Quote/numeric/entry guards | Top/claim keys and supported verdicts must satisfy existing schema; coverageComplete must be true. Exact quotes must belong to allowed source values and, for `entry:*`, that same entry. Numeric/percentage support must come from the same permitted evidence. Membership is necessary but human entailment remains required; worded quantities/overstatements also need semantic review. |
| Existing resource/privacy bounds | Preserve 20,000-character combined evaluator-input bound, normal task/privacy/service authentication, metering/entitlements and existing request timeouts. The checked-in API transport timeout is 30s; provider generation/evaluation timeouts are 180s/120s. Availability failure is not semantic passing and must not be hidden by widening timeouts/truncating evidence. |
| Apply/source/history | Separate existing I01 [readiness tests](../../../../JobTrackerApi.Tests/CvAiReadinessTests.cs) prove stale variant and canonical fingerprint conflict, no unaccepted mutation, ordinary accepted version/history and unchanged canonical source. Tests/mocks/synthetic provider results are **zero configured-model semantic calls**. A passing semantic case cannot compensate for stale Apply. |
| Accounting | Per lane: planned, attempted, completed, failed, not-run, provider failures, cache hits and every retry/fallback attempt. Keep operation ordering and all failed artifacts. Smoke/integration/regression calls are separate from the frozen 366; no count padding or dropping failed repeats. |
The actual existing [sidecar evaluator](../../../../tools/summarizer/app.py) receives `candidate_source`, `proposal`, `context_only` and returns an `assessment` object. Record the actual schema result and [parser/corpus tests](../../../../JobTrackerApi.Tests/CvAiGroundingTests.cs), not just a favourable top verdict. Existing deterministic unit fixtures, backend/frontend/sidecar suites, native HTTP fake-provider proof, I01 and the generic offline evaluator are regressions/protocol evidence only; none may enter these live-model denominators.
## Predeclared thresholds and human acceptance
| Gate / dimension | Exact acceptance requirement |
|---|---|
| Candidate factuality | **Zero fabricated facts in every G output**, including facts later rejected. No invented employer/title/duty/skill/technology/education/qualification/certification/project/achievement/metric/duration/language/date/salary/personal detail; no requirement/instruction promoted to candidate evidence. |
| Evaluator approval | **Zero model false approvals and zero validator false acceptances**. Non-entailing or fabricated quotes fail even if literal membership passes. Each prohibited/unknown F/B proposal remains inapplicable. |
| Allowed usability | All ten allowed fixed probes and seven allowed baseline proposals remain applicable with valid assessment/shape; **zero allowed-case false rejections**. A reviewer does not change declared expectations to fit outcomes. |
| Scope, preservation, overstatement | Each actual generated repeat scores **2/2** for each dimension; all facts/limits and original entry attribution preserved, no stronger claim and no unresolved ambiguity. |
| Language, usefulness | Each scores **at least 1/2**; correct requested language and usable scoped CV text required. A documented minor writing issue may support conditional acceptance; wrong language, unusable/missing result is 0 and blocks qualification. No sum/average may offset any failing gate. |
| Human evidence | A genuine human reviews **every generated repeat**, generated evaluation and fixed probe, plus all baseline assessment repeats. Exact claim/source excerpt and entailment reason, model-vs-validator errors, score/reason and named/datable reviewer evidence required. Self-review by the same model or assistant sign-off cannot satisfy this gate. |
| Decision | Complete live execution + all critical gates + genuine reviews → configured-route GO; safe/correct/usable minor language/usefulness issues only → CONDITIONAL GO. Any observed blocking failure → NO-GO. Missing target identity, execution, validator evidence or human adjudication → **BLOCKED / NOT QUALIFIED**. |
The [packet](HUMAN_REVIEW_PACKET.md) provides **96 semantic case/repeat record slots** (each links G + GA + F) and **78 baseline slots**: **174 combined worksheet records**. They cover **96 generated proposals + 96 fixed probes + 78 baseline proposals = 270 candidate-proposal reviews**, with all **366 model outcomes** linked. Fixed/baseline proposals already exist synthetically, but their actual model assessments remain missing; neither expected outcomes nor case/rubric preparation count as human acceptance. Human reviews completed remain **0 / incomplete**.
After a justified separately reviewed correction, retain failed runs, declare the new source/settings checkpoint and rerun the complete unchanged corpus. Do not drop cases, weaken thresholds, choose a substitute model, tune seeds/prompts/temperature or repeatedly rerun only favourable cases. Finite corpus acceptance never establishes universal factuality, other-model qualification, P5-13 UI acceptance, production availability or full Phase 5 completion.
## Blockers and cost prerequisites
Current inherited evidence is **0 completed / 366 planned, 0 human reviews, factuality unmeasured**. Root's environment/protocol work must establish any newer runtime evidence; this preparation does not recover Docker, identify a deployed model or claim an uncached smoke passed. Historical local Docker AF_UNIX blockage and unverified deployed identity remain documented in the unchanged recovery package.
Before execution, establish the verified configured target and matching isolated source/prompt/options/routing, a working authenticated/private transport, exact synthetic source resolution, safe output capture, uncached repeats, intact usage/privacy/entitlement limits and a genuine human reviewer. Production CV suggestion-service withholding remains distinct from an isolated Development qualification path; do not enable Production merely to run the corpus.
**Cost/accounting is unmeasured.** Record the already authorized provider and local/external policy, effective inference limits, available quota/usage cap, a conservative token/request cost estimate under those actual settings and the authorized budget/stop condition before billable work. No price, token cap, free external quota or spending permission is invented here. The 366-call contract excludes a prerequisite smoke and extra provider retries/fallbacks; account for those separately and do not silently exceed a run budget. Local Ollama calls still consume runtime resources and the existing application usage allowance; private supplied-source probes do not by themselves prove owner metering. Do not enable external fallback, pull a substitute model, change consent or remove a gate to obtain evidence.
Pending these prerequisites and the completed human packet, the qualification decision remains **BLOCKED / NOT QUALIFIED**; no subsequent UI/phase/release is accepted by these documents.

# P5-13 grounding qualification checkpoint
**NO-GO for P5-13 AI review UI — configured-model qualification unavailable and human review incomplete.** Source: `fe045b9e015549f3d9101228149af9f9c9f876e5`, branch `codex/ui-redesign-phase4`, reviewed 2026-10-08. Real qualification calls: **0 attempted / 0 completed / 0 failed / 366 not run**. Human reviews: **0**. Fabrication, false-approval, legitimate-rewrite rejection and model error rates are **unmeasured**, not 0%. The Production CV review block remains active in the candidate; no activation, production contact, merge or deployment occurred.
This checkpoint changes documentation only. P5-12 remains the latest completed CV UI slice. No P5-13 UI, P5-14, P5-15, B07, provider/prompt change, environment recovery or new evaluation system is introduced. The latest instruction schedules production deployment for the **Phase 5 release-candidate decision after P5-15**, superseding earlier release-first sequencing. This is not authorization to start those later slices.
## Sources and portable evidence
- [Exact qualification matrix](QUALIFICATION_MATRIX.md): every planned call ID, source pointer, expectation and acceptance gate.
- [Human review packet](HUMAN_REVIEW_PACKET.md): instructions, synthetic examples, complete source index and blank worksheets; no simulated outputs or sign-off.
- [Sanitized results](RESULTS.json): fresh availability/protocol observations, missing semantic outcomes and explicitly inherited complete baseline.
- Frozen [corpus](../p5-13-semantic-qualification/corpus.json), [rubric](../p5-13-semantic-qualification/RUBRIC.md), [original results](../p5-13-semantic-qualification/qualification-results.json) and [environment/recovery record](../p5-13-semantic-qualification/README.md) remain unchanged.
- [Authoritative grounding readiness](../p5-13-readiness/README.md), [approved AI architecture](../../../ai/architecture.md), [provider ADR](../../../decisions/ADR-004-ai-provider-system.md), [Phase 3 interaction model](../../phase-3/AI_INTERACTION_MODEL.md) and [deferred-work register](../OPEN_BLOCKERS.md#p5-13-deferred-debt-and-return-conditions--2026-10-08) retain their requirements.
Raw local protocol artifacts are ignored under `.artifacts/p5-13-qualification/`: `environment.json`, `focused/qualification-focused.trx`, `revision/qualification-revision.trx`, `http.json` and `http/`. They are test evidence, not production/model evidence. Portable counts and source hashes are retained in RESULTS.json; credentials, cookies, protected proposal capabilities, hidden prompts and real personal content are not committed.
## What the 366 calls mean
| Lane | Required real operations | Planned | Attempted / completed / failed | Not run |
|---|---|---:|---|---:|
| G | 32 scoped rewrites, three repeats | 96 | 0 / 0 / 0 | 96 |
| GA | Assess each repeat's actual generated output | 96 | 0 / 0 / 0 | 96 |
| F | Assess each frozen fixed proposal, three repeats | 96 | 0 / 0 / 0 | 96 |
| B | Existing 26 assessment cases, three repeats | 78 | 0 / 0 / 0 | 78 |
| Total | **96 + 96 + 96 + 78** | **366** | **0 / 0 / 0** | **366** |
I01 is a separate stale-source integration reference with repeatCount 0. The JSON's 33 entries therefore represent **32 semantic cases**, not 33 generation cases. Requested generation language is 25 English / 7 Bokmål cases, giving 75 / 21 planned generation calls; actual language-specific outcomes are both unmeasured. Fixed probes retain their exact frozen language/text. Fixed assessment has 10 allowed and 22 prohibited/unknown cases; baseline has 7 allowed and 19 prohibited/unknown. Across their repeats, 51 allowed and 123 negative probes provide predeclared denominators. Generated factuality denominators require actual outputs and human claim review.
The matrix covers invented employers/titles/dates, education/qualifications/certifications, technologies/skills/languages, duties/projects, achievements/numeric results and personal details; related technologies, job-context injection, mixed claims, overstatement, ambiguous attribution, cross-entry facts, saved overrides, captured frozen source and omitted sections. Legitimate paraphrase, grammar, shortening, restructuring and translation remain required positives. No case, repeat or threshold was removed or changed.
The unchanged rubric requires zero fabricated candidate facts in **raw generation**, even if a later guard rejects them; zero evaluator false approvals, validator false acceptances and allowed-case false rejections. Every generated repeat requires scope/preservation/overstatement 2/2 and language/usefulness at least 1/2. A score cannot compensate for a critical failure. Missing output/review is incomplete. A genuine human must adjudicate every output/repeat, with source quotations, entailment reasons, scores and dated identity. Expected answers and this assistant's analysis are not human acceptance.
## Configured-target and resource prerequisites
Fresh read-only observations at `2026-10-08T18:49:27Z`:
| Observation | Result / interpretation |
|---|---|
| Allowlisted local configuration | Ollama base host `ollama:11434`, model `qwen2.5:7b`; external selector `gemini`, model `gemini-2.0-flash`; Groq model `llama-3.3-70b-versatile` |
| Routing / external gate | Compose/code default `local_first`; `EXTERNAL_AI_ENABLED` absent locally, default false. No allowlisted process overrides. Dormant external selector is not proof of an active route |
| Optional host inventory / health | Loopback 11434 `/api/tags` and 8001 `/health` each timed out after a two-second availability probe; neither is a verified configured target |
| Docker read-only inventory | Exit 1; `dockerDesktopLinuxEngine` pipe unavailable. No startup, repair, destructive action or model pull attempted |
| Existing remote connection | User SSH config absent; no verified deployed/staging connection established |
| Actual deployed model/runtime | Provider, model digest, routing per operation, image revisions, effective options and runtime prompt identity **unverified** |
The historical AF_UNIX/Windows error 1920 remains in the earlier recovery record; it was **not freshly reproduced** here. Inventory/health timeouts are not inference failures and do not enter the model error-rate denominator. Local defaults, expected hashes and credential-name presence cannot establish deployed identity, usable credentials, external-processing consent or an approved spending budget. No external model, alternate provider or production host was contacted.
Code-verified options, also subject to actual target verification:
| Operation | Existing settings to preserve |
|---|---|
| Section **and document** generation | `/cv/rewrite`, temperature **0.2**, provider timeout **180s**, JSON mode **false**. `cv_blocks_json` constrains document output through the existing prompt/shape contract; it does not change generation temperature or enable provider JSON mode |
| Factual assessment | `/cv/evaluate-rewrite`, temperature **0.1**, provider timeout **120s**, JSON mode **true** |
| API transport | Named summarizer HTTP client timeout **30s**; no widening, new seed, model options or input truncation to force a pass |
The four checked-in runtime/prompt source hashes match the frozen expected hashes, recorded in RESULTS.json. This proves unchanged repository source, **not** deployed image/source identity. The existing generic offline evaluation runner has different prompts/options and substring checks; it cannot execute or qualify this contract as-is. No new runner was built while transport/identity remain blocked.
Before execution, verify the authorized configured target and equivalent isolated runtime, obtain matching existing service authentication (`X-Ai-Service-Token`) and owned API session/CSRF/context where applicable, confirm privacy/task/consent gates, quota and authorized budget/stop conditions, and complete one uncached synthetic smoke. Do not expose secrets. Pro/Admin defaults are 250 monthly AI calls and 1,000,000 estimated tokens; generation and assessment meter separately. The 366 provider operations are not necessarily 366 public API requests. Do not bypass metering, raise allowances or enable a paid fallback. No prices, token costs or new spending ceiling are invented; actual inference usage/charges were not measured because no inference was attempted.
For three genuine repeats, account for the existing six-hour content-keyed generation cache. Use the frozen procedure's restart of **only an isolated API process**, retaining its disposable database, and verify actual rewrite transport. New account/CV IDs do not bypass the cache. Evaluations are uncached. Retain every output, failure, retry/fallback and cache observation; cache hits are not model executions. If G fails, GA remains missing rather than being replaced by a fixed probe. Private supplied-source cases S13/S15 qualify captured source/prompt pairs, not a new historical-generation UI or ownership/metering behavior.
## Authoritative grounding and application boundary
The existing [CvAiSuggestionService](../../../../JobTrackerApi/Services/CvAiSuggestionService.cs) resolves the authenticated owner's **saved CV and canonical source**. Section generation receives selected items; assessment also receives that selected block's title/subtitle. Whole-document generation/assessment uses included editable blocks with original IDs. Resolved overrides replace the corresponding canonical values. Explicit omitted-section editing remains supported; whole-document requests exclude omitted content. Client text is a consistency check, not candidate evidence.
Allowed evidence is the action's resolved candidate source (canonical/effective CV/override or explicitly captured synthetic source as declared). Job descriptions and user instructions are separately marked context and **cannot prove candidate attributes**. A Kubernetes requirement cannot establish Kubernetes experience. Scope/entry attribution prevents borrowing facts from a sibling employer; captured/historical source cases exclude newer facts.
Generation goes through the existing separate factual assessment and [strict validator](../../../../JobTrackerApi/Services/CvAiGrounding.cs). All returned claims need valid schema, complete exact line/value coverage, supported verdict and nonempty exact source quotations, with entry/numeric and document-shape checks. Missing/malformed/unsupported/unknown assessment returns **422 `cv_ai_grounding_unproven`**, with no applicable proposal. A mixed supported/unsupported proposal is rejected **as a whole**; there is no new partial merge.
**Important limitation:** exact quote membership and deterministic numeric/shape checks do not independently prove semantic entailment, proficiency or factual faithfulness. A configured evaluator could incorrectly endorse a non-entailing quote. This is why the genuine model/human gate is still mandatory and Production remains blocked. The 108 controlled regressions prove the protocol's reaction to controlled provider/evaluator decisions, not universal no-fabrication or model accuracy.
A protected server capability binds owner, CV, action/target/context, expected version, canonical/settings fingerprint, original and reviewed result. Client `grounded: true` flags have no authority. Altered text is reassessed; tampered capability or wrong owner/CV fails. Explicit Apply performs a final source/version check inside the existing serializable transaction and ordinary versioned save. No alternate history model or canonical mutation is introduced. Generated, rejected and unapplied proposals create no CV content revision; a grounded explicit Apply creates the normal CV-only revision. Manually authored content is not truth-certified by this qualification.
## Fresh deterministic / native HTTP evidence
| Requirement | Fresh executed evidence | Result / limit |
|---|---|---|
| Strict grounding, provider fabrication, legitimate rewrites, mixed/context/entry/number cases | `CvAiGroundingTests`, `CvAiReadinessTests` and existing focused AI suites | **108/108**; controlled English/Bokmål provider/evaluator fixtures, not live semantic runs |
| Token tampering / unsupported client-edited result / other owner or CV | Focused readiness tests | API rejects; no client-only protection. Existing account isolation, not a newly introduced organization/tenant model |
| CV source A → newer saved B → Apply A | First real-HTTP case | **409 `cv_ai_source_changed`**; latest variant/content/history snapshot remains identical to B |
| Canonical source changes while CV Version stays unchanged | Same HTTP case + focused tests | Fingerprint mismatch returns 409; latest canonical/CV/history remain intact |
| Source changes during generation | Focused readiness tests | No stale proposal issued |
| Valid accepted proposal / frozen references / override isolation | HTTP Apply plus focused/revision suites | Ordinary CV-only save/history; canonical and sibling state unchanged; **5/5 revision safety** |
| Production guard before provider or writes | Second HTTP case, isolated API running Production environment | Section generation, document generation and Apply **503 `cv_ai_unavailable`**; zero provider calls and identical CV/profile/history snapshots |
| Unrelated AI retained | Same isolated Production case | Existing AI workspace module read and legacy profile-CV rewrite return 200; subsequent expected legacy provider call occurs independently |
HTTP result: **2/2, zero skips/retries/unexpected failures**, approximately 14.52 seconds. Both cases run loopback disposable APIs and a synthetic sidecar. They do not contact production or qualify a real model. No extra browser case was added; no automated count changed.
[Program.cs](../../../../JobTrackerApi/Program.cs) continues withholding `CvAiSuggestionService` in Production; the optional controller returns unavailable before generation/Apply processing. This is a tested **candidate configuration** guard, not evidence of what is deployed today. Even a future successful qualification requires a **separate explicit activation decision**; this checkpoint never automatically enables it. Unrelated AI is not globally disabled or semantically certified by this checkpoint.
## Human review status
The prepared packet references every frozen source and planned operation, with representative synthetic source/fixed-proposal examples. Actual generated outputs, live evaluator decisions and reviewer judgments remain absent. **No authorized human decisions were received or collected.** There is therefore no factual claim ledger, semantic acceptance or reviewer sign-off to report. The 96 semantic repeat worksheets (G/GA/F together) and 78 baseline worksheets remain unfilled; all 270 candidate-proposal reviews and 366 model outcomes need genuine evidence. This assistant did not simulate independent review.
## Preservation traceability
No route, workflow, provider, prompt, revision, renderer, dependency, test/CI or application file changes in this checkpoint. The following contracts are reviewed through the existing protections; this is not exhaustive certification of all 57 groups.
| PRES | Existing invariant / readiness requirement | Evidence / acceptance |
|---|---|---|
| PRES-C01 | Canonical structured Career Profile stays separate from CV Apply | Fresh readiness/native HTTP canonical snapshots; retained deterministic pass |
| PRES-C07 | Source resolution, CV overrides, included/omitted/custom content and order remain scoped | Existing source/shape/override tests; no editor/renderer change |
| PRES-C10 | Versioned save, conflict, history and newer content integrity | Fresh 5 revision + stale/final-transaction tests and HTTP snapshots |
| PRES-C11 | Contextual section/document AI proposes, reviews, explicitly applies/rejects with factual grounding | Deterministic boundary green; **configured-model/human/UI acceptance blocked**, Production capability explicitly withheld |
| PRES-S04 | Account entitlement, privacy, metering and provider boundary | Existing focused tests and owned authenticated HTTP fixture; no permission/quota relaxation |
| PRES-E09 | Account switch/isolation and stale state cannot cross the owner boundary | Existing foreign-owner/capability tests; no provider-tree/client lifecycle change |
Submitted/frozen references, canonical/override boundaries and PDF output remain protected by the unchanged revision and rendering implementation. The inherited native package and fidelity evidence remains valid for that same source; fresh qualification protocol tests do not replace it.
## Baseline comparison and repository checks
The full applicable suites were executed at the inherited release-safety checkpoint; [its complete validation record](../release-readiness/VALIDATION.json) remains authoritative. **No code/test/CI/configuration change** occurred here, so the full UI/build/export baseline was not rerun for documentation. Fresh targeted protocol/revision execution is identified separately above. Count changes: **zero in every suite**; subsets are not added to backend/browser totals.
| Gate | Retained baseline | This checkpoint |
|---|---|---|
| Backend / frontend / main browser | **1,023 / 455 (81 suites) / 112 actual passes** | Inherited, unchanged; P2-D01 is an ordinary passing case |
| Focused AI / real HTTP / revision | **108 / 2 / 5** | Fresh reruns, all pass; focused/revision included in backend total, HTTP separate |
| Sidecar | **49** | Inherited, unchanged |
| Standard rendering fidelity | **16/16; 36 preview = 36 PDF pages** | Inherited, unchanged renderer/fixtures |
| Settings exports | **8/8; 24 = 24 pages** | Inherited, unchanged |
| Rate-limit / ingress / PDF admission / configuration | **9 / 6 / 1 / 3** | Inherited, unchanged |
| Offline evaluation harness / supply-chain helpers / extension | **5 / 3 / 3** | Inherited; offline tests are not live qualification |
| TypeScript / lint / frontend production / API Release build | Passing at parent; API warnings-as-errors | Inherited; code unchanged |
| Frozen JSON/hash/source checks / 366-call ledger / packet anchors | Fresh documentation verification | See RESULTS.json; frozen evidence unchanged |
| Document links / secret scan / Git whitespace/scope | Fresh final checks | Zero missing targets/secret findings/whitespace errors; docs-only scope |
The parent recorded 229 automated axe scans with zero reported violations **and incomplete checks**. No new axe or manual screen-reader acceptance is claimed here; neither zero violations nor protocol tests close accessibility debt.
## Exact remaining prerequisites and stop
1. Establish verified authorized deployed/configured model identity, digest, per-operation routing/options and matching isolated API/sidecar runtime/prompt revisions. Restore a supported reachable transport without substituting a model or bypassing Production withholding.
2. Confirm existing authentication, privacy/consent, available quota, authorized cost/stop conditions and one uncached synthetic smoke. Keep service/account credentials out of evidence.
3. Execute the **unchanged 366-call procedure**, recording raw outputs, actual validator decisions, uncached repeats, failures, languages, latency/cost where available and per-lane factuality denominators.
4. Obtain genuine independent human claim/source review for **every output/repeat**, satisfying the frozen critical gates. Preserve and separately correct/rerun failures without weakening thresholds.
5. Reassess P5-13 UI readiness only after that evidence. Any Production activation is a separate explicit decision, subject to the later release-candidate gates.
**NO-GO** remains the result for P5-13 UI; deterministic safety is retained but insufficient for model qualification. F04, current backup/restore proof, production configuration verification, documented/tested rollback and protected deployment evidence remain separately open. Manual screen-reader/incomplete accessibility, production font/photo, pointer/reflow, Dashboard preference-save 500, Board scaling/native-touch and deferred `followMode` compose UI remain with their existing owners. No issue is closed merely by the Production block. Stop before P5-13 UI and all later work.
