P5-15 must distinguish implemented, deferred, release-blocking and nonblocking work, retain conditional/partial acceptance when mandatory evidence is missing, and push every individual P5-15 change/checkpoint. This does not waive F04 or release/backup/rollback gates; no P5-14 begins before verified release. No repeated Docker recovery during unrelated work.

This bounded qualification checkpoint authorizes no UI, P5-14, P5-15, B07, production merge or deployment. Later acceptance must distinguish implemented/deferred and release-blocking/nonblocking work; missing AI-review responsiveness or human evidence cannot be reported as passed. F04, backup/restore, configuration, rollback and protected CI gates remain; no repeated Docker recovery during unrelated work.
