# Final development entry review —30 October2026
**Pre-Phase10 implementation/preparation: CLOSED with the existing conditional development acceptance. Phase10 autonomous execution: NO-GO pending only the three mandatory control-plane conditions below. Production: NO-GO.** The owner personally approved current UI and revised CV/PDF appearance for moving toward development; [PDF_VISUAL_APPROVAL.json](PDF_VISUAL_APPROVAL.json) records that direct decision separately from physical printing and protected activation. This closes PDF visual/spacing acceptance for the reviewed development scope. It does not certify accessibility, physical devices, language or printing.
## Existing evidence is sufficient for this preparation
Reviewed published checkpoint214dbd6c4d173db72cba18959dd8f81c7fc67f64, on `test/pre-phase10-ux-acceptance`, was clean and matched the independently queried remote. The frozen application/test source isba04d817fed26d659bfa2a56b089d6cac851dc34; rendering fix154a9e8 precedes it. All later changes concern evidence, metric verification and owner decisions. No post-S01 application, font, parser, renderer, fixture, document or product test source changed. Existing source manifests and Git scope checks prove correspondence.
The existing1448backend/1031frontend tests,51 affected Windows browser cases, separate import8/MariaDB90+3/RD216/admission1/Linux8, Python83+Docling14 and both-platform native exports remain applicable. Approved S01 requalification is36/36 per platform with the same2mm limit; original28/20 cell-top failures remain historical raw evidence. This metric-only change did not change a generated PDF. READY_TO_RUN permits bounded documentation-only descendants and requires affected qualification when application/test source changes; the Phase10 source prompt requires fresh applicable tests for its future checkpoints. Neither requires rerunning unchanged product suites or exports just to record this approval. **No mandatory post-S01 product regression or export run is missing.** Only handoff/schema/authority checks are rerun for this metadata change; their current report supersedes the prior27, never adds to it.
Current handoff result: **28/28 PASS**, including the new check that visual approval cannot be broadened into unperformed physical printing. Existing application/browser/provider/PDF totals are carried with their actual execution commits, not reported as new runs. No new audit, model inference or document export was performed.
## Exact proposed baseline and scope
`ENTRY_PROPOSAL.json.candidateCommit` names the normally pushed, independently read-back closure candidate. `TEST_EVIDENCE.json.testedCommit` remains the frozen application snapshotba04d817; it is intentionally a different identity. The final documentation envelope can be a descendant only within this handoff directory. At the real protected approval, resolve final clean local/remote HEAD again and bind candidate, application/source/evidence hashes and actual manifest/prompt policy. Do not adopt main or the controller's old5032ccb policy by assumption.
Propose **PHASE-10 / P10-00 only**, on the existing manifest's `feature/phase10-cleanup` branch after protected activation: establish the accepted baseline and evidence-backed deletion eligibility inventory. Reuse CLEANUP_INVENTORY.md's19 entries and the57-preservation/34-route register. Deliver candidate caller/route/export/dynamic/old-data census, affected preservation IDs, rollback and proposed focused tests. It is valid to conclude that nothing is eligible. **No product edit, deletion, migration, dependency change, provider/model activation, main merge or deployment is in this initial scope.** No deletion candidate has been proved unused. Stop after P10-00 and require a protected `candidate-specific-cleanup-scope` decision before P10-01. Do not turn assessment permission into permission to remove active compatibility paths. This task has not begun P10-00.
## Only remaining mandatory barriers to autonomous entry
1. **AUTO-ADAPTER-01 — real composite adapter.** The installed policy's `qualified-provider-browser-python-pdf-security-preservation` check is still `configured:false`, including P10-00. The controller/platform owner must install and qualify actual commands, trusted parsers, exact nonempty suite membership, source/freshness/report/cleanup contracts and the necessary isolated runtime capabilities. A wrapper returning0 or `configured:true` is insufficient. Existing canaries deliberately deny worker network access; provider/browser/Docker permissions need explicit isolated qualification, not a silent bypass or use of production services. Existing application results satisfy preparation; they do not install this runtime adapter.
2. **AUTO-SCOPE-01 / P10-ENTRY-01 — signed final baseline and bounded policy.** Installed baseline remains5032ccb, execution disabled, checkpoint deferrableGates empty, and P10-00 has no after-checkpoint candidate-scope approval. After adapter qualification, the operator must prepare/review the exact manifest adopting the proposed published candidate, retaining stage order and security limits, and adding the protected P10-00 stop before P10-01. Existing source-authorised debt must be explicitly scoped if any conditional checkpoint is to advance; do not add blanket deferrals. Submit that exact manifest through `configure`/`approve`/`configure`, then the exact protected environment, roadmap and Phase10 entry requests. This chat's approval is not a signature for those requests.
3. **AUTO-RUNTIME-01 — owner-controlled activation.** Read-only public observation at07:36UTC (08:36Paris) found the owner key configured and public certificate pin matching; auth file present; real-key negative probe PASS, binding matching, all canaries PASS; no recovery required; all stages PENDING. Qualification issued29October17:33UTC and expires30October17:33UTC (18:33Paris). Actual auth session validity was not tested and no credential content read. Policy is still `operator-controlled` and queue disabled. The operator must check `auth-status`, refresh qualification only if expired/changed, then deliberately enable the qualified runtime and complete protected policy/entry approvals. No key recreation, repeated canary run while still valid, second account or VM is presently indicated. Start independently rechecks these conditions.
The read-only observation is indexed as `final-entry-controller-status`; it is dated evidence, not a permanent runtime readiness claim. It supersedes older assertions that no actual owner key/auth file/real-key qualification existed. We did not execute a controller command, write its state, inspect auth contents, sign, enable a queue or mutate its worktree.
## Debt retained, not passed or universally blocking P10-00
| Item | Permitted scope and retained condition |
|---|---|
| HUMAN-01 | Owner's PDF/UI appearance approval recorded. Physical printing/device/AT/contrast and proficient EN/Bokmål checks remain NOT TESTED. Phase9 request246–252/426–439 permits genuine unfinished human checks as release debt; affected future candidates still need preservation/disposition. |
| AI-CV-01 | Real compatibility/accuracy BLOCKED; optional adapter stays disabled. CV-import acceptance permits model-independent conditional development, not activation or near100% claims. |
| DET-RECALL-01 / AI-CONTEXT-01 | Existing deterministic recall/review burden and canonical-to-generic-AI context gap remain limited. Preserve source review, unknowns and old text/run behavior; not permission to delete those paths. |
| PYSEC-01 | Existing scoped Python CONDITIONAL disposition persists, including incomplete vendor Torch404 advisory coverage. No security-risk waiver; changing affected processing/security paths needs its own qualification. |
| CI-01 | Hosted isolation/CI remains BLOCKED; existing local provider evidence remains distinct. Source CI-M01 permits operator-blocked hosted evidence while local qualification continues. If an adopted adapter requires hosted CI, it becomes mandatory for that checkpoint. |
| MYSQL-TLS-01 / OPS-01 / NATIVE-SEC-01 | Production TLS/advisories, filesystem/off-disk backup/restore, deployed/native-image/operator evidence stay unqualified. They do not justify changes or production operations during assessment-only P10-00. |
| FUTURE-01 | Later product/provider/model/translation/site/security/release initiatives retain their own gates and are outside this scope. |
Five conditional-development requests remain REQUESTED_NOT_GRANTED_OR_EXECUTABLE in the proposal, with individual source authority; no executable controller deferral is silently created by willingness to defer. Physical printing remains NOT TESTED. Human/device aggregate remains NOT TESTED. Hosted CI and CV AI remain BLOCKED. Production remains NO-GO.
## Protected request and smallest next actions
See [PROTECTED_ENTRY_REQUEST.md](PROTECTED_ENTRY_REQUEST.md). It is an unsigned decision brief, not a protected controller request. A genuine request cannot yet be eligible while the adapter is unconfigured and old policy is installed. The controller must create its own request with actual policy/manifest/baseline/checkpoint/artifact hashes; the owner alone reviews/signs in a real terminal. No approval JSON, signature, activation or automatic Phase10 execution is fabricated here.
